ASML held a groundbreaking ceremony on Tuesday for a second industrial campus in the Netherlands, a multi-phase site that eventually reaches around 350,000 square metres and space for up to 20,000 workplaces. The company builds the extreme ultraviolet lithography machines that every cutting-edge chipmaker depends on, so where it chooses to add capacity is one of the clearer physical signals in a semiconductor market otherwise reported in forecasts and backlogs. The site, Brainport Industries Campus North near Eindhoven, is a bet that demand from the AI computing buildout has years left to run.

## ASML Laid Out This Capacity Expansion at Its July Results

The ceremony sits on top of numbers ASML set out at its second-quarter results in July. The company said it would add roughly 30 per cent to its 2026 low numerical aperture EUV capacity, about 65 systems, for delivery in 2027, and that it was investigating a further 30 per cent for 2028. It set out a similar 30 per cent increase to deep ultraviolet immersion capacity, around 130 systems, for 2027. BIC North is where a good part of that expansion has to be physically housed. A central element of the new site is what ASML calls its "flow factory", a next-generation manufacturing model for the TWINSCAN system designed for faster, higher-scale module production, using an approach the company likens to automotive and aerospace assembly.

The first phase is expected to complete in 2029 and will house at least 3,000 employees. That figure carries a caveat ASML states plainly: the space is primarily intended for teams relocating from existing ASML locations, not net-new hiring. The campus is a consolidation and re-engineering of how the machines are made as much as it is an addition of headcount.

Christophe Fouquet, ASML's chief executive, framed the decision in terms of customer demand. Dutch Prime Minister Rob Jetten attended the ceremony, a mark of how closely the Dutch state now tracks a company that has become the industrial anchor of its economy.

## ASML Raised Its 2026 Outlook as Orders Filled

The financial backdrop supports Fouquet's framing. ASML set out those figures in its [second-quarter 2026 results](https://www.asml.com/en/news/press-releases/2026/q2-2026-financial-results), when it raised its outlook and said it expected 2026 net sales of €43 billion to €45 billion at a gross margin of 54 to 56 per cent. Second-quarter net sales were €9.3 billion and net income was €2.9 billion. Those are the figures of a company whose order book is filling, and the pressure behind it is the construction of AI computing infrastructure. ASML's customers include TSMC, Samsung and Intel, the firms racing to add advanced chip output for AI processors, and each new fab those companies commission eventually translates into orders for the lithography tools only ASML can supply.

Because ASML is the only supplier of EUV machines, committing capital to more capacity is a signal to its customers and to the market, not just a property decision. It tells them that ASML reads current demand as real and sustained enough to justify a site that will not be finished for years.

## A Campus Finishing in 2029 Is Built on Today's Orders

The caution is that these signals are strong but backward-looking. ASML's near-term capacity is effectively booked, and a campus completing in 2029 is being built against the orders and lead times of today, not against any guarantee about demand in the 2030s. Lithography tools carry long lead times, so the company has to commit steel and floor space well ahead of the revenue that fills them.

Two details temper the optimism further: the first phase is mostly relocated staff, so the visible expansion is less a surge in employment than a restructuring of where and how existing work happens, and the semiconductor industry remains deeply cyclical. Analysts have repeatedly flagged the risk that heavy capacity expansion during a boom can meet softer demand later, leaving suppliers and their customers with plant built for a peak that has passed. The groundbreaking shows what ASML must build now to serve orders already placed; whether that demand holds through the decade is a separate question.

## Export Controls Keep ASML's Top Machines Out of China

Any read of ASML's capacity has to account for the customer it is barred from supplying at the top end. Under export controls led by the United States and agreed by the Dutch government, ASML's most advanced EUV machines have never been sold to China, and the restrictions have since extended to some advanced DUV tools. China has been a large but declining share of ASML's sales as those controls tightened. The capacity going into BIC North is therefore aimed at a customer base that, at the leading edge, excludes the world's second-largest economy. That narrows the demand base ASML is betting on, and makes the durability of orders from TSMC, Samsung and Intel more central to the case.
