An estimated 92% of businesses still rely on legacy technologies such as PowerBuilder, according to [Legacy modernization research](https://www.softlabsgroup.com/blogs/legacy-application-modernization-companies/), and the workforce that maintains those systems is disappearing at a rate of thousands of developers per year. On July 17, GAPVelocity AI, the AI modernization unit of Growth Acceleration Partners, announced VELO for PowerBuilder: software that deploys agentic AI to convert PowerBuilder codebases directly into Blazor and .NET on Azure, with the company claiming delivery up to 20 times faster and at 60% lower cost than a manual rewrite.

The release targets a problem that has grown more acute as PowerBuilder's talent pool has contracted. The technology, which dates to the early 1990s, still underpins core transaction and workflow systems at banks, insurers, manufacturers, and government agencies. Organizations running it face a narrowing set of options: continue paying premiums for a shrinking cohort of specialists, absorb the cost and risk of a full manual rewrite, or defer the decision and accept accumulating technical debt.

VELO for PowerBuilder, available now as part of the VELO platform, is built on Microsoft Foundry, giving it an enterprise-grade infrastructure layer for scale, security, and governance. For organizations already operating within the Microsoft ecosystem, that alignment keeps modernization work inside an environment their security and compliance teams already govern, a practical consideration when the systems being converted handle sensitive business data.
